Agoura Hills: water, sewer and permits
Agoura Hills incorporated on December 8, 1982, as the 83rd city in Los Angeles County, and covers about 7.9 square miles. Westlake Village lies to the west, Calabasas to the east, unincorporated county land to the east and south, and the county line to the north and northwest. Ladyface Mountain stands inside the city, where trails are being built, and the Wallis Annenberg Wildlife Crossing spans U.S. 101, its first stage finished in June 2025. Liberty Canyon, Lake Lindero and Hillrise are usually named among the first tracts, from the late 1960s, while Old Agoura is said to have many homes still on septic.
The Census counts about 7,600 housing units in Agoura Hills. Its median home dates from 1979, 53 percent went up before 1980, and 71 percent are detached single-family houses. Two decades did most of the building: the 1970s and the 1980s each account for 37 percent of homes. Plumbing from those years is now roughly 35 to 55 years old, and the copper supply lines, the shutoff valves and the water heater connections are usually where that age shows first.
The Las Virgenes Municipal Water District supplies all of the city's water, imported State Water Project water, and in 2025 its hardness averaged 142 mg/L, about 8.3 grains per gallon, within a range of 119 to 176 mg/L. That is hard enough to scale up heaters and fixtures over time. LVMWD's Pure Water purification plant is under construction in Agoura Hills: work started in spring 2026 and is due to finish in 2029.
Sewered homes drain to public mains maintained by the County, then through LVMWD trunk lines to the Tapia plant, and the owner is responsible for the whole lateral, including the part under the street. Septic follows its own rules. Agoura Hills has an agreement with LA County Public Health, which checks septic plans and repairs; a failed system has to connect to the sewer when one is within 200 feet, and a new or replacement system within 600 feet of Malibu Creek or Las Virgenes Creek must be a nitrogen-reducing system. Plumbing permits come from the City's own Building and Safety Division at 30001 Ladyface Court. SoCalGas supplies the gas.
